There was a referendum in Nov. 1915 or whether women should be allowed to voted or not. It failed. Then another chance came up on Nov. 6, 1917. This time it passed and women got the right to vote in New York State. It was 1920 before they got voting rights in all states via the 19th Amendment to the US Constitution.
This same 1/2 page ad appeared in all the Monroe County weekly newspapers on either Oct. 31st or Nov. 1st. There were also some ads against but they were noticeably smaller.
